We're looking for experienced and highly motivated individuals to help lead the delivery of services, construction, and research and development requirements for Federal Government customers. As a Contract Specialist you will provide resolutions to an assortment of problems of moderately complex scope and will contribute to the fulfillment of projects and organizational objectives. Work Locations: Oklahoma City, OK; Amarillo, TX; or Lubbock, TX. Responsibilities include performing contract awards and administration tasks, working all aspects of implementing compliant procurements in accordance with the approved procurement system, executing formation, bid, evaluation, award, administration, and closeout of various types of large, highly complex purchase orders/contracts/subcontracts for goods and/or services, anticipating and resolving complex issues in creative and effective ways, participating in long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities and lead time requirements, effectively working with Legal Counsel in the prevention and resolution of subcontract issues and disputes, development of solicitations, negotiating, awarding, managing and administering purchase orders/subcontracts, interfacing with functional units, customers, auditors, and subcontractors, and providing purchase orders/contract/subcontract interpretations and assisting with financial, legal or technical issues as required. Qualifications required include five to twelve years of related experience or equivalent combination of education and experience, DAWIA certification in contracting or FAC-C or equivalent experience and training, demonstrated experience in administration of procurements, working knowledge of change management procedures, familiarity with Department of Labor Requirements for the Service Contract Act, demonstrated experience in commercial and/or government contracting, demonstrated experience in formation, negotiation, award, and administration of purchase orders/subcontracts, demonstrated experience in developing and negotiating subcontract types, ability to interface with customers, effective communication skills, and ability to work in a fast paced environment. Desired qualifications include Bachelor’s or Master’s Degree, construction contract administration experience, experience with eSourcing/eAuctions, experience with SAP Ariba or other automated purchasing systems, broad understanding of Federal Acquisition Regulations, and recent hands-on experience in Federal Government contract management.
